    Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value.     The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.

    For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

I think I have found the problem, let me explain.
The TIB and the head installed right now seem to not be compatible with the W3 series control mics, and by searching up the TIB online, you can see that it is not compatible with those types of mic-heads. This was found on an eBay description: Motorola XTL5000 TIB MHLN6883E W SERIES Mid Power with Flex cable 3085019F02 | eBay

It says that the flex cable 3085019F02 will not work for W3 type remote control heads, which might be the case.

And the radio itself costed $20 in cash so I'm not worried about that, this might be the reason why it is not turning on but if anyone else has something to add please reply to this thread. Thank you to everyone that has responded to me! It has been very helpful in every comment.

Let me get this correct, you have a XTL5000 radio with a W3 control head. This is what i think your real problem is.
I am assuming you are using the front right hand DB25 connector for your speaker connection that has also a an IGN sense wire.
The problem might be you have the wrong TIB for the W3 head installed on the brick. There are more than 1, and the all look alike
Having 2 DB25 connectors, with the one on the left being used to go to the control head. If the TIB is the one for the W4 thru the W9 head, the IGN sense lead would work. But if you have a W4 thru W9 TIB, you can still make it work. You will need to supply power to Pin 22 on the right side DB25 connector, and the radio will power up, but the power switch will be disabled on the W3 head. This pin is marked SWB+ if you are using the rear connector for the speaker lead, you could also use pin 24 on the 26pin rear connector.
I have 6 radios using the front panel connector this way.

Okay, carlnphily, you are a SAVIOR! Radio has booted up properly with W3 Control head and Pin 22 to power! The screen currently says “SURPLUS_M08” which I am guessing is a programming issue? I’m not too sure but at least the radio has booted up!!! TYSM CARL!

I’m not sure if this was a common issue or rare but I also want to thank you all for helping me in this process, I can now continue the XTL 5000 project I’ve been wanting to do. Have a good February everyone thank you!
