    Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value.     The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.

    For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

Oh ok, so how old is the xts3000 compared to the other units, and are the xts3000 easy to program?
The XTS3000 came out in the late 90's. Production ended sometime around 2008. XTS5000 came out sometime around 2004 and production ended Summer 2014. XTS1500 and XTS2500 were released slightly later (2006ish IIRC).

The 3000 is a radio from the mid 90's, and to me it seems much harder to program. That being said, the software is easier to find. The XTS5000's were produced from the early 2000's up to (I think) 2013-ish.

Can you program the XTS3000 model III from the front due to its keypad, I mean program frequencies without having to use software?

Based on many of your responses here, it is apparent that you are not familiar with Motorola programming. If you're thinking that a Motorola radio can be programmed much like a scanning receiver, that is not at all true. Compared to a scanner, Motorola programming is much more complex. If you're planning to monitor any trunked radio systems, even more so. The necessary software and related cables can be expensive and/or difficult to locate. The learning curve is steep. If you intend to own any Motorola radio, I would strongly suggest that you thoroughly investigate the programming aspect BEFORE you purchase.

So there is nothing from motorola that has dual bands that is in the 200$ range
You need to add another zero to that. A used APX7000 with V/7/8 or U/7/8 fetch around 2 grand depending on who's selling and how it's equipped.
Everything else here is sound advice programming wise. Those who do this stuff for a living have been to vendor led classes, decades of experience, and are telling you this isn't a novice game and when it comes to encroaching upon government radio systems, one is playing a dangerous game that could result in life changing consequences if done wrong.
