Altho it has been awhile, my experience with CT CAP is the 156.7 is heard when they are using the CT State microwave link to link all the repeaters.

You likely will also find them on 148.1500 at the same time.

you are either hearing Vinegar Hill (Gales Ferry) or Westbrook

Same PL ? of 156.7 ?

IF I recall, the CT Wing used
One PL for when Linked being 156.7
then each repeater had it's own unique LOCAL PL and/or NAC if used in P25

Nice find and ReConfirmation of the Mon-Fri 1900 Ne activity

CT CAP when using 156.7 and $61F - appears (previous monitorings) to be linked statewide across all the repeaters (148.1250 and 148.1500)

Also, Federally (as mentioned before) NOT Everything is in the RRDB (nor will it ever be - complete and accurate)
but between the RRDB, RR Wiki and other sources, you might find some nuggets

BTW Civil Air Patrol - The RadioReference Wiki
they seem to have the nets at 1900 Daily for CT

And for your HF monitoring try
