It must be closer to you. I get a very weak signal.
A search of the NTIA printout (unclas version) shows 163.3000 as being used by the National Weather Service for data in its RAMOS system and its EMWN (Emergency Managers Weather Information System) in several locations around the country. The NWS is also authorized to use it anywhere in the U.S. and possessions. The NTIA printout also mentions agreements with other federal agencies for their use of that frequency on a cxase by case basis.

Actually I correct myself. Long Island MacArthur is the airport in Ronkonkoma KISP. Ronkonkoma sounds familiar - need to check my work notes.
While gov and mil aircraft have all used the airports listed above, KFOK Francis S Gabreski Airport is a county-owned, joint civil-military airport.
Memory could be wrong, but I seem to remember 168.3 as once a "national" coordination freq. for spotting illegal cultivation sites and coordination with ground units. I feel sure I heard this used in NC some 20 years back for this purpose. Unlikely use right now. I do not assert this is the same at present, but just a little datum to add....
