463.6875 in SoCal - strange encryption

I am hearing this on 463.6875 MHz here in Riverside County. The signal is very strong, so it's probably something here in the Inland Empire or maybe Orange County.

Here is an audio sample.

Can anyone else hear it and maybe identify what type of encryption that is?

Rolling Code Frequency Inversion?

Until corrected by someone more in the know, I'd say you are hearing a form of rolling code frequency inversion. Which invovles frequency inversion, which changes as directed by the data bursts you are hearing at various interverals.

I've logged that too, it's part of an LTR system, talkgroup 108249; it used to be in the clear and was a private security company then.

Hi,
I put that freq in the FCC search under the california database. It came up with a place in corona ARTHUR GARABEDIAN WPYX403 that has a sizable YG trunked license. I put them all in my Pro-92. Seems to work
