820.400 is not a valid frequency. This portion of the band is input with the repeater output 45 MHz higher.

Frequency 576 is 865.3875 (input 820.3875)
Frequency 577 is 865.4125 (input 820.4125)

If you found this in the search mode, the scanner may have started picking up the signal for 820.4125 before it got to the center of the frequency. Or you could be picking up a mirror frequency.

I didn't look up the two valid frequencies to see if they were licensed near you, I would suggest that you do that.

Could be, I was surprised how stong it was coming in though. My discone can barely pick up 800MHz and this was very suprizing how loud and clear it came in. Its only coming in on 820.4000...no other frequencies. I tried 820.4125, 865.4125, 865.3875, 820.3875, but didnt get anything. tell me if I'm not getting this concept right :? .
