Ok, I'm in Circleville (Pickaway county) and using my SDS100 (and my RTLSDR Dongles (and Unitrunker and DSDPlus) I can't pick up the Chillicothe, Mt Sterling, Lancaster or Columbus sites. I'm guessing that Circleville (and perhaps all/most of Pickaway Co) isn't AEP territory but rather something like South Central Power or some other power company. I just checked SCP's site, and it looks like most if not all of PIckaway Co is in South Central Power territory. That would explain why there are no AEP sites closer to you. And there are no FCC records to indicate any new sites likely coming online for AEP closer than the ones you already know about.

Also keep in mind that if you think you should be able to pick up one or more of those sites (and that's probably not the case if you are using a ducky antenna, but ya never know), it might be that the control channel has changed. So you will want to make sure you have all of the control channels programmed in.

Ok. Keep in mind that any of the P25 sites you are trying to pick up may be on a different control channel now (although should still be one of the control channels noted for the site in the DB).

Good luck. Let us know if you are able to pick up any of the P25 down the road. I bet you'll pick up one of the EDACS. It seems that in most areas where they have the P25 sites up where there are co-existing EDACS sites, the power levels are lower -- SNR is lower on P25 control channels than the EDACS control channels as a general rule (personal observation).

I was wrong about 18.18. It's supposedly a 1F6 site, so probably Ohio. It's probably going to be either New Alexandria (jefferson) or West Powhatan (belmont).
