I started seeing some new peers and sites last week and started compiling to submit. When I checked again the next day none of the original sites would decode anymore and the new ones have a wide bandwidth (22 Khz) continuous signal being broadcast. I'm assuming that it is a test signal.

That's useful. What would be more useful though is the excerpt from your DSDPlus.P25data file for the specific AEP P25 networks you have monitored. The part we would be interested in would be in your DSDPlus.P25data file and would start with:

and it would end with the highest numbered 92715.1F8 site that you monitored.
The reason why the whole contents of the 92715.1F8 portion from that file would be beneficial is because it would also show what site(s) you monitored that happened to list a specific peer/neighbor. The more neighbors/peers that we know about for a particular site we are unsure about, the more sure we can be about that particular site.e
