Apparently so.
The site was down for a Software Upgrade, so it's part of the upgrade.

Well the avatar size requirement still states 400x400 pixels, which suggests a square avatar. I'm thinking this may be unintended, so I'm not jumping to make any changes to my avatar just yet.
It's not unintended, it was a change made to Xenforo with the 2.1 release, which RR was upgraded to yesterday (2.1.1, actually).
