The idea that I can’t create a FL for my area
Is really frustrating.
You absolutely can create a FL for your area! It just has to be
done correctly as 'hiegtx' stated.
Scanning isn’t really supppsed to be that difficult - just turn the scanner on & listen.
It's not difficult, but the new scanners these days require
time and patience to learn and understand. These new
scanners require a lot more than simply punching in an
eight digit frequency and being good to go. Today's
scanner technology combined with multi-site
trunked radio systems has now required the end user
to invest not only money for a scanner capable of
listening to these systems, but time and patience to
get them programmed in to the scanner correctly. Even then
it can be a crap-shoot to get decent reception. Especially
with multi-site systems.

Well unfortunately, that's the very thing you need to do.
If not, then I guess you'll just miss out.

I initially felt the same way with my HP436. I too was frustrated
after years with the T and XT series scanners. There was definitely
a learning curve to these favorite lists. But after taking the time to
learn and understand how the scanner works, I am very happy with
my purchase. So much so I upgraded my 996XTwith the HP536.
