I have been listening to the BPD since I was in high school. That has been 51 years ago. Sign of the times I guess.

Bob,
From my conversation it was a complete shock.
the 911 director was suppose to notify and meet with the stations and it was not done.
if i was a betting man i would say no .

I'd actually be interested in knowing what Mayor Woodfin thinks of this move by the new police chief. Especially since Woodfin seems to be trying to be very transparent and open in his administration.

If I'm not mistaken, Escambia County FL is all encrypted now, after leaving the dispatch channels clear for a while after going digital. Dunno about Mobile City/County or Pensacola city, but it wouldn't surprise me if they're all locked down, too.

As per Mobile all city LE is encrypted, fire is in the clear, medical is is in the clear, except the prarmectics supervisors TG, and the sheriff department are mostly in the clear. I'm not sure about the local State Troopers.

If you program in the Talk Groups listed in RR you will get virtually nothing, I did a TG search yesterday and found 50+ TGs, about 40 were in the clear most were firefighters as I listen to them and figure them out I'll post them give me a couple of days.

I was in Bay County, FL last week and nothing was encrypted what a pleasure to monitor, made me nostalgic. Mobile LE has been encrypted for about a decade if memory serves me correctly and now days it seldom does for Mobile encryption started in 2010 or so.

Bob:
As i understood the 911 director was pushing for it. I guess the mayor could request the chief to open dispatch channels up but very unlikely.

Any idea why they were pushing so hard for it? From talking to BPD officers it doesn't sound like there were any problems with criminals listening in or that sort of thing.

Sounds to me like people need to reach out to the mayor. Maybe make some emails or phone calls. I doubt it would do any good but it couldn't hurt either.

Thankfully I can still monitor JCSO and CPFD in my area so I'll know what's going on down the street from me at least. And I can supplement the lack of BPD with BFD when I'm driving to work in Bham.

Same here except I work from home so BPD doesn't bother me so much. Although BPD was interesting on Friday and Saturday Nights and I am pretty close to the city border so I like to hear whats going on at all the Huffman apartments. I also still have Trussville and Irondale so it is what it is but we aren't dead in the water yet. Heck, it keeps going like this I may have to look again at getting my Ham license.

Update:
All media outlets now have a secure phone app to allow them to hear bpd dispatch.
Before anyone ask. No the public can not have access to it.
Only the assignment desk has it and no other staff members have access .
Just one phone and it has to remain on the assignment desk at all times .
i am not sure if this is a real time app or a delayed app.

That's BS in my opinion. The media is no different than any other citizen. And what about small news outlets or independent journalists?

If the media has access you can kiss any chance of reversal goodbye

Agreed. The government likes to pretend the media is a separate class than the rest of us plebs.

Frankly, I'm surprised Birmingham stayed in the clear this long. Down here in Baldwin County it seems like it's slim pickings as far as public safety goes. I had used DSD+ and an SDR to do some light monitoring but things were mostly encrypted. I had a bit of a back door with the NXDN system that Foley, Robertsdale and Daphne share, since it simulcast the sheriff. But now all that is encrypted. Or at least it was the last time I checked. I think even FD is enc. now.

The Escambia Co SO, what they did was use their old conventional frequencies and changed the voice from analog to P25 and yeah they’re all E. The Co Fire is also P25 in the clear. Pensacola City is on the Santa Rosa/Escambia system and their Police is E but I think the Fire is in the clear. They were as of February of this year.

well bob:
i agree with you but i was told who the users are and its only 5 media agencies. As far as i know there are no independent news guys in birmingham.
plus the birmingham 911 director is the one who really pushed encryption.
i have a very strong feeling when birmingham fire gets a full time fire chief its going to be bye bye birmingham fire .
in my view this new p25 radio system is a complete waste of tax dollars.
its complete crap. birmingham pd is already having issues. other departments are having issues with it.
They knew the system was outdated . They should have made arrangements to buy a new system instead of trying to upgrade it .
Yes i do have a lot of contacts with 4of the 5 media agencies and talked to them on a daily basis .
Just like they said they are going to have a crew that has to check out all shootings and wrecks now .
We are basically screwed now. nothing we can do but B*****and gripe about it .

They are replacing it. They are not re-using any of the old infrastructure other than towers. The transition from one system to another is a pain and there are always issues. You wind up with users on both systems and TGs between systems patched together. Trust me, in that situation, patches suck. Been there and done that. Here is Morgan Co we moved roughly 1700 users from VHF, UHF, and 800 EDACS to P-25 and it was a lot of work and there were all kinds of problems. B'ham/JeffCo there are probably close to 10,000 users. I can't imagine how much of a PITA moving everyone is.

As far as encryption goes, you guys can armchair-quarterback all you want but I can tell you no one just randomly popped up and said "Hey, let's encrypt everything." There were meetings with user agency heads and decisions were made on how many TGs each agency needs, how they want them named, whether or not to encrypt, and other things. Yeah, I get it that encryption sucks for scanner listeners but at the same time you have people like some the idiots up here that either (A) post a text summary every radio transmission to a FB scanner group or (B) follow the police or show up on scenes in private vehicles that closely resemble local LE, and dressed like LE, carrying the same radios as LE (but programmed as a scanner), carrying weapons like LE and people wonder why agencies want to encrypt radio channels. Another thing... if you are pulled over on a traffic stop, do you want the officer to give your name, dob, and SSN over a clear channel for all the bad guys to record and then use to open accounts in your name?
