Doesn’t matter in regards to how you program in a Uniden 436 scanner.

Suggest you read though Trunking Basics, twice, and see if it clears up your level of understanding.

To answer your question, every talk group is (can be) on every frequency.

I'm going to guess he means Penn State University, Altoona Campus. More than likely, they carry radios that operate on the county UHF system and their own internal UHF channel. PSU has a bunch of UHF frequencies licensed for Blair County.
