the PL problem is not really surprising, considering the insane number of users of the frequency, and the sheer number of radios that have to be reprogrammed when something like that changes. it's always best to go CSQ... but alas, the folks in the field aren't the folks making those kinds of decisions.... ain't it always the same.

The CTCSS mandate was put in place to reduce interference. There are maritime users who operate on Marine channel 61A (illegally, as it is not a channel authorized for use in the US waters) along the coast, on SF Bay (and up the rivers feeding the Bay) and in the harbors in Southern California. It is also used in Mexico and in Nevada (as a fire channel input). The activity in SF Bay has interfered with operations in the Sierra foothills. While CTCSS doesn't eliminate the problem, it eliminates the 'nuisance' interference from those external sources.
