I have tried Freescan, and Proscan software as well as following the BCD966P2 manual and I get nothing. What am I missing?

Law enforcement is mostly encrypted, if that's what you're focusing on. It's the only public service on the ICORRS page on RadioReference that is encrypted, in your county.

Well first create a system l, then create the site and add the control channels, then start creating groups and add your preferred talk groups to each one then save it and write it to the radio l. If your still not getting a signal it could be simulcast distortion in which case I would use the smallest antenna you have available possibly even a paper clip so you only recieve one tower in the site. If your still having issues after trying the above post back people are here to help 😀

Not trying to listen to police, all our fire and EMS are on the system and are not encrypted

Please attach your FreeSCAN programming file so we can take a look at it to check for errors. You will need to zip the file to be able to attach it. Click on Attach files and open the zipped file. As stated earlier, you may be suffering from simulcast distortion.

how about trying to listen to the rest of the system to see if you are getting it right.
then narrow it down to who you want.
and also try getting closer to a tower to cut down on simulcast problems.

First, what is your squelch setting? It should be 2. Are the system and group quick keys turned on? I don't see anything wrong with the setup. One thing I would change is to have all of the Butler County talkgroups in one system. As set up now, you have Fire in one system and EMS in another using the same site. You are scanning the same site 2 times. That results in clipping the beginning of transmissions. While scanning the Fire system, you will miss the beginning of an EMS transmission. While scanning the EMS system, you will miss the beginning of a Fire transmission. If all of the talkgroups are in different groups on the same system, the scanner will go immediately to any active talkgroup. Here is a PDF file which will answer all of your questions about using quick keys. Print it out and save it for your reference.
