That would be my assumption since the radio ID's seem to be organized like this:
102-109: Centre County Dispatch Consoles
203-209: Penn State University Dispatch Consoles
2xxxx: Fire radios
3xxxx: EMS Radios
4xxxx: PD/Probation Radios
5xxxx: County Services Radios (Sanitation, PW, Coroner, etc.)
Radios are typically limited to channels based on department (i.e. PD doesn't have access to fire channels and vice versa), I've never seen a 4xxxx radio on any channel besides PD and Interop channels.
Almost correct.
101-109: Centre County 911 Consoles 1-9
201-209: PSU PD Consoles
PD does have access to Fire/EMS TGs just rarely used.
EMS/Fire does scan PD TGs per department. So if EMS or FD has municipal PD in their coverage area, their dispatch channels are in their radios.

Blank/255 (OFF hex) is a place holder for portables. Part of templates that are created. I'm not agreeing with the way they laid all their radios out but instead of putting off-system TGs in the blank spots, it allows the radio to stay on-system if accidentally switched to it while turning the radio.Not that I can put a name or identity to. Right now I'm studying TG 213 which I mentioned earlier and then TG 255. TG 255 is apparently linked to the "BLANK" channels on radios, and that makes no sense to me as to why that TG exists. I have two conventional frequencies that the county uses on repeaters as a failsoft, I can post those if there's interest in getting them added to the DB. The repeaters are active, they send morse code out every half-hour or so.
It’s a Centre County DCNR TG so the rangers can run info through county. Black Moshannon, Bald Eagle and Forestry uses it now.Black Moshannon 5 heard on traffic stop near Boat Launch 4 on TG 213. He confirmed vehicle registration with the county. I'm fairly certain this is either PFBC or PGC. I think it's most likely PFBC because PGC is now on STARNet for most operations.

It’s only a Phase 1 systemSilly question: other systems in the DB that don't have any TDMA talkgroups are listed as Phase II but Centre County isn't. I assume the other systems are marked as Phase II because their bandplan lists them as TDMA capable. Centre County's system is TDMA capable but doesn't have any Phase II TG in use for now. Is there a reason why it's still Phase I?
