Are the school districts linked to the Centre County 800 MHz also?

Yes they do have talkgroups on the system. SCASD has three talkgroups, BEASD has one and so does BASD. Some of the private schools have access as well via the School PD talkgroup. The IDs of these talkgroups are guarded well by the county and they’re rarely used. SCASD and BASD have access to the local PD talkgroups as well.

Wrong. They do not have access to PD talkgroups.

Centre County's system is TDMA capable but doesn't have any Phase II TG in use for now. Is there a reason why it's still Phase I?
I’ll try to answer the question. Some systems may be listed as Phase 2 even though they’re only operating in Phase 1 for a few reasons. 1. Their Phase 2 capable but the agency is not using that feature at present.
Post the bandplan and a screenshot of the data from a CC monitoring program like DSD+ or Unitrunker and that will put this question to rest. It's not unusual for a system to have a hardware upgrade to support but not use Phase II. This is what happened with ICORRS before they added Lawrence and Butler P2 stuff to the system. The whole state of Ohio system is P2 capable but utilizes no P2 groups.

There's no bandplan listed yet for this system so it will be good to have regardless of what it shows. And if you are banned from submitting, just post it here for me or another admin to see.

While this is the band plan the system is transmitting it’s not Phase 2. I’ve personally touched radios on the system and the only slot used is 0(1). You should know this too.
Regardless of how the subscriber units are programmed, if the system is offering a TDMA bandplan it is a P2 capable system and should be updated to reflect that. A system doesn't have to have any TDMA talkgroups to be P2 capable.

The rumor is that P2 isn't too far away. I understand it's a rumor, however, agencies are beginning to apply for grants to purchase new units which are supposed to be TDMA capable. The possible transition to P2 may be slow, but the system can support it.

From our DB Admin Handbook: Trunked systems shall always be entered with the “highest level” mode of operation for which it is confirmed to be capable. For example, enter a Project 25 system as “Phase 2” type if it is confirmed to be Phase 2 capable even if it has no TDMA talkgroups confirmed in use yet.

I thought Philadelphia PD tried to go to P25 back in 2008 and it didn't work causing them to switch back to analog?
I dunno about that..
I was thinking if this..
After the outcries they changed it to what it's listed as now, rules can be bent apparently.

Yeah, I remembered an old news report that I came across a while ago that was from 2008, and if I'm remembering it right, they said that PPD switched to P25 but the computer malfunctioned or something and their whole radio system was completely out of service for over an hour or so, so they had to go back to analog.

Not sure if the admins will make the change or not but I hope we see one. People should have the most up to date information
