Interesting, this is the first case I have heard about in a long time where a criminal was actually caught with a functioning scanner during the commission of a crime. The article said he was charged with burglary but didn't mention an additional charge for using a radio scanner during the commission of a crime. But you can bet Covina city officals will use this case to beat the drum for money to buy a new radio system that can be encrypted.That Arce guy looks like a definite candidate for Anger Management classes!!!

It certainly doesn't say anything about a 5 minute delay for Federal Regulations on the LiveATC.net web page, and I read completely through their dislaimers. In fact, as Neondesert pointed out, it states: "delay is less than 20 seconds for most listeners". So my question is, what are the US Federal Regulations on this subject, if there are any, and is LiveATC.net violating federal law?

Well there is no such thing as "United States Federal Regulations" so methinks they just chose some wording to add to their webpage.

Disclosing anything you hear on a non-broadcast transmission, if you didn't make it or it wasn't directed to you, is prohibited. That's the federal law.

The question is whether streaming is "disclosing", and I can't recall any precedents that have tested that idea.
