I don't believe this to be true when they say checking other systems, I have those in the radio with a great antenna setup and I've never heard anything. I was told from a trusted source its HF for the other system.
Other Systems can mean / does mean both - as CAP wants to keep the info secure, they don't name, as they did Pre 9/11, the repeater they are switching to. Since the NET may or may not have HF users in other areas, it means switching to other channels to check.

Here in New England it is mostly VHF since it involves the Cadets and if you hear that during a Day (Non weekend) it could / not always be also including HF since most of the Adult members may not be at School/Work and able to monitor the various other modes available. CAP and SHARES on HF

Any idea on freq? I thought it was their 148.15 system because I hear the transmit side on 143.7
VHF they are 148.1250 and 148.1500
HF they have frequencies assigned from 2-29 mhz - some Voice, others data (ALE etc) over 120 of them

Note that NAC are individually assigned for CAP repeater and there is a pairing they use of PC and NAC in doing that.

Yes, which will nail down which Repeater input he is hear, yet not hearing the Repeater output
I saw the PL on the output (which a most repeaters can be set to do) when I monitored and was therefore able to tell which repeater.

I'm not sure what there using now for radios. When I was on CAP we used EF Johnson 5100's/5300's and Icom ISAR's. I was hearing a few rumors kicking around that they were talking about going motorola at some point but I wound up getting out and never heard anything final.

Think they have some kind of voice over internet system in use that some members use to check in to the net.

Most likely that is what the net control was checking.
