For a trunked system to work, you need both the frequencies used at the site, as well as talkgroups programmed for that system.

Looking at your initial screenshot in this post, you only have Scanlist 1 enabled. But in this later post, showing your talkgroups programmed, they are flagged for Scanlist 2. Be sure and enable the scanlist that you set for trunked system talkgroups, as well as conventional channels.
Check.! I have some conventional channels in SL 01. They never hit. SL 02 is working now as I have the channels and talk groups checked off. Still learning.

apparently i did something right. i failed to add actual channels after adding talk groups. now receiving garbled transmissions from NBPD
Those garbled transmissions for New Braunfels are because they use encryption. Later Whistler scanners, like my TRX-1, allow you to specify how the scanner treats encrypted transmissions. You can select one of three options: Ignore the encryption, and move on to the next unencrypted signal; play an audio sound, like the "busy" signal from a telephone call; or listen to the digital noise of the encrypted signal, like you are hearing on your WS1040. Your only options are to either leave it programmed, just in case at some point they might use clear, unencrypted, signals, or either delete, or lock out, that talkgroup or conventional channel. By default, Uniden scanners simply ignore encrypted transmissions and move on as soon as encryption is recognized.

Once you have more experience with it, you'll be more comfortable and programming will be almost second nature.
