Commenco, Midwest mobile Net 153 and TBS electronics Net 133 ( Topeka and Manhattan ) are all together in one big roaming system.
Most of the Licensed Freqs on a tower do not match up with what is on each active site.
this system is a pain to find do to that, I used DSD and searched for active channels with the site number i was looking for.

454.1750 coming in quite strong here in southern Johnson County KS. Sounds like it's the overall control frequency for that range given here. 100% decode rate at 67 RSSI, but not getting any activity... yet.
454 MHz is not unlicensed - do you know how to look up the Part 22 data on the FCC site? This is good info everyone. I’m glad I got this conversation going. One thing I keep seeing on systems like these is the use of unlicensed frequencies in the 454 MHz paging range. Seems to be popular with these companies to grab from them to fill in extra frequencies when needed.

To sort of give a starting point to collaborate Here is what I have so far. This has all been monitored from the KCMO/KCK area near Riverside.
That’s really good work! To respond to your question about site neighbors, I’d say yes. I use DSD+ often to get detailed info about a site that I use to help track it down. Mostly color codes, how many frequencies are at a site so I know how many to look for, and neighbors. That’s the starting point and then I search FCC licenses and try to determine the rest.
