The NCTC doesn't train youths, they are a training facility for fish and wildlife officials. There is the Job Corps facility in Jefferson County that troubled youths go to, but that is not really an "in custody" facility.

Motorolanut may not be too far off; I think Berkeley County Schools just got a new license. The transitional school is in Pikeside. Not having heard the transmissions, I'm just guessing.

I don't know that it's related or not but I found a Juvenile Corrections facility in Franklin County at I-81 off Walker Rd exit. It appears that the facility doesn't have any FCC licenses. How strong is that signal in West Virginia?
