Cumberland County TRS

I see that Cumberland County, has sent notice to the FCC to remove their old 866-868 MHz frequencies, and move forward their new rebanded frequencies of:

851.2750
851.4000
852.2750
852.5500
853.0500

Is this system currently in operation? If so, what type of TRS is it?

Correct,
to my knowledge it never went on line even for testing. I'm not sure it was funded.
They still use VHF for county (and most local) police.
