Deschutes County P25 System Testing

I thought that I had heard what sounded like digital on the Redmond TG last night, and this morning I heard a brief conversation in analog on the same Redmond TG saying "good luck with the radio today".. That sparked my curiosity and found that there is definitely a new P25 control channel on the Deschutes County system. I have Unitrunker running on it and here is what I am seeing this morning;

It looks like the new digital system is about to become a reality in Deschutes County. Once that is in place, I also suspect the Oregon Radio Project system in the area will move forward as well as this system will be linked with it.

Good find! I scanned thru a bunch of frequencies a few weeks ago when I was in the area and couldn't find anything but I knew it was coming.

From what I could tell in the documents that were posted on another thread they will be using many of the same sites and frequencies as their current system just converting them to the state controller.

The system ID is in fact the WACN of the state system and the talkgroups are known Motorola testing talkgroups. It shouldn't read any differently but did you look to see if it shows a phase 1 or 2 system?

I have found two P25 control channels licensed to Deschutes County. First one is for the site listed by KI7FK. The second is:

Site 9254A.00A-102.2
Ch 0-61 856.7625 scc
Ch 0-221 858.7625 scc
Ch 0-382 860.7625 CC

The second site 102.2 was extremely weak here in Bend when I found it about a week ago and today I cant receive it at all.

As for Phase 1 or Phase 2, in the "info tab" channel access it shows P2. No peers listed yet.

Listening to the testing today, the techs were testing both Phase 1 and Phase 2. and checking the coverage area with mobile units. I also see that there is an update for Deschutes County on RR with the links to the Oregon State Radio Project. Things seem to be moving fast on the new system.

I'm in the Portland metro area but over there monthly. Clark County WA recently upgraded to P25 using the same sites and frequencies similar to what Deschutes is planning and it all happened in a matter of about two weeks.

I wish when people would submit the updates they would cross reference with the FCC ULS to list a license and location...

Clark County Wash recent upgraded didn't take 2 weeks, but the switch to the new system by Fire/EMS and Police took 2 weeks.

That's what I mean.

The bureaucracy took years. That's to be expected.

The 860.7625 control channel has been down for a few days. 859.9375 was off for a couple, then came back to life.

Was quite interesting listening to all the "passages" they were reading for their testing.

Problem is, we don't know exactly where these current ones are. They've been somewhat weak. 859.9375 is part of the current analog trunk system license and is found throughout the county. 860.7625 was part of Redmond's trunk system, until Redmond joined Deschutes and transferred their license over to them. Redmond's license was for Grey Butte, but I believe it's listed as Cline Butte now.

Also, here's a tidbit for you. Old Deschutes VHF freq of 155.130 on Grey Butte (only Grey Butte site) will be a new Interop channel for the P25 system so that Crook and Jefferson counties can communicate.

Agency encryption rumors

I am hearing that some agencies are contemplating full encryption on this new system. Sad if it is true. I know that law enforcement had stated they were looking to do so several years ago when planning for this radio system.

Part of the desire for encryption may be due to that out there law enforcement is spread thin, resulting in long response times and backup cover being far away. Also, a person involved in one of the other eastern Oregon systems noted here that in their area cell phone coverage was poor and they needed to use the radio for sensitive information.

As I've said regarding Clark County, a fair compromise would be to have an official broadcast feed that is delayed by 10 (or maybe even 30) minutes and can easily be shut off in extreme circumstances.

A few Talk groups encrypted for that kind use makes sense. But why encrypt the whole system? I really don't understand why Lane county Encrypted there whole system, but if they don't want be held accountable by the public they serve then i guess Encryption is the way to go.

The 800 MHz freqs for the neighbors are incorrect. DSD is doing the same thing. The channel numbers are not mapping correctly when on the 800 system.
