Unsure how a State DOJ investigation with zero details released as to the alleged wrongdoings has anything to do with encryption?

I submitted the following update to the database for the Deschutes county sites. There was some issues with the tagging of primary and alternate control channels. If you program control channels only then you won't hear anything without proper control channel tags.

There are some other sites on the overall system without primary control channels tagged or I suspect tagged improperly but I can't verify my suspicions like I did with these

Hearing Bend Fire today, appears to be a patch on 9151 as I’m hearing both sides of the conversation from the same radio id. The dispatcher prefaced the initial dispatch by saying it was simulcast.

I've been having a similar issue here in central Oregon.

The state's 700mhz site I can pick up immediately. The local county's sites, that are 800mhz, new and linked to the state, the 536 doesn't see them. If I turn on the state site with the county site on, all of a sudden the county one will start tracking. I can then turn off the state site and have no issues with the county sites.

The county sites have a drastically different waveform to them too. See attached.

I have noticed that when I have my sites sorted by name ascending, my 436/536 skips Awbrey, picks up Cline then Powell just fine, sometimes takes many minutes to find Awbrey (my closest site). If I'm scanning conventional and P25 favorite lists, I always miss Awbrey. I have found that if I put Awbrey after cline in the sort order, it works perfect every time. I have also noticed that if I tell the scanner to scan down vs up, it will find Awbrey, then I can change it to scan up. Is anyone else having this problem or found any better work-a-rounds?

If I turn on Powell for a few seconds, Awbrey pops right in. Then I turn Powell back off. Weirdest thing. Still and issue with the latest firmware, 1.14.

The exact same thing happens to me with my 436HP, 536HP, and 325P2 on the OSRP Portland Simulcast and the SW7 System on the Benton County Simulcast. Sometimes it tracks right away sometimes it skips over the sites. If I put my 436HP and 536HP in site hold then eventually it will find the control channel and properly track the sites. On my 325P2 if I hold manually on the control channel it starts tracking immediately.

The license for Awbrey shows that there is a second location licensed for those frequencies at 2500 NE Neff Road which would be St Charles Bend.

Can you guys over there confirm that Awbrey is just a stand alone site or is it really a two site simulcast between Awbrey and St Charles? If it is simulcast, that might explain the issues. I do not have any of these issues on non-simulcast P25.

How do we confirm its simulcast or not?

The "Awbrey" site is actually multiple simulcast sites. Wherever the county had sites, that aren't covered by Oregon sites, those are now simulcast sites on the 856-860.9375 freqs.

Here's the new temporary fill site license:

Is anyone else in the Bend area having a hard time following site 110 / Awbrey? Neither my 436 or 536 are locking onto it. I can get Powell, Cline, Sugarpine, 5-mile but nothing from 110 Awbrey. The scanner stops on Awbrey, shows a brief Full signal but never shows DAT and moves along. If I do a site hold, it wont decode either. I believe this started on Monday 5/15/18.

Unitrunker is following it with a SDR but the decode quality "health" is severely less than it has been. I'm wondering if they turned on the new Overturf site on Monday and i'm suffering from the "simulcast" distortion problems. I drove all over town today and tried acquiring Awbrey at several different locations without any luck.

Both scanners are tracking Awbrey 110 and the SDR is decoding much better tonight.... Wonder if they changed something because I haven't done a thing! I guess i'll just have to wait and see what happens as they build out more sites.
