Digital Conversion- just wondering.

I'm just throwing this out there for speculation and feedback. How come no one has taken it upon themselves to make and market a digital to analog converter for scanners? Much like how I was forced to buy one with the Federal Governments help for my TV? I'm not a tech guy by any stretch, but would it really be that complicated to make a converter that would say: connect between your antenna and scanner and convert digital to analog? Seem's like alota of analog scanners have gone to scrap and that’s a damn shame! Thoughts and input regarding this are welcomed!

because it would have to convert to analog and then remodulate it to the analog scanner. this would mean it would have to have a low power RF transmitter in it and that would be a nightmare. plus the cost of something like that would be more than buying a good digital capable scanner!

Actually there is a similar device which does convert analog to digital audio,but it's designed to transmit as well as receive the audio in a digital mode for use with amateur radio equipment.
I have no idea if anyone has tried to play around with one using a scanner.
