A 20 db DMR signal should decode flawlessly. If not, I'd be looking at the audio input (from SDR#) by looking at the waveform in the DSDPlus window and making sure there is decent "signal" but not a clipping signal (with the top maxxing out).
Then i would make sure that you aren't using too much gain with the dongle and making the signal unnecessarily "dirty".
But at least you got things started there. It's decoding what it is supposed to -- it's just decoding with some errors and there is no voice because there were no actual voice comms when you monitored it.
Wherever your public safety bands are and wherever your business bands are (in the country you live in), you should just scan around betweene the VHF / UHF band edges, etc.
