I live in Bismarck ND and I just recently got a Uniden BC125AT. I am wondering is there a way to listen to encrypted stations? I am new to the scanner community.

NO. There will never or even now a scanner to decode encryption. The only clear open area you can here is Morton So 155.3100 and Morton FD 155.62500 and metro ems page only on 155.4000 that is about it. Maybe 159.4575 is Burleigh FD
Also there is a live scnner feed for that Morton and Burleigh county FD I here some stuff on that.
