What I meant was online you could hear the transmisson was clear and on the 96 it was encrypted..

We know what you meant.....when they encrypt.....whether intentionally or just because they forgot to de-select it, you'll just hear garbled comms on a scanner.....but since the webcast presumably is coming straight off a feed at dispatch and dispatch's radios will automatically decrypt all incoming radio traffic, the webcast comms are carried through without fail. I've personally experienced precisely what you've described.

Hello:

I was in RB this weekend. Suscom (DSP Sussex Co.) was for the most part transmitting in the clear, as well as Rehoboth PD, Dewey PD, and the ferry police. I never heard Lewes PD, but it's possible I had them locked out. Ocean View PD was interesting. Two mobiles were talking to each other, one in the clear, the other ENC. The one in the clear seemed to be able to copy the ENC radio - must be a safety feature.

From what I read here you should include the encripted TG's because they are not scrambled alll the time. I have been leaving them out and maybe missed a lot.

Hello,
I program in most groups that are historically encrypted but leave the status bit off in my radio so when they come up clear I hear them, when encrypted they do not come up...usually.

Just back from Dewey and there is nothing new to report on the encryption front.

Just curious if you have actually been getting any comms in the clear on the TGs that are presumed to be full-time encrypted (such as ID, SORT, HQ).... when DSP migrated to supposed full-time enc, I took those out of my scan lists.....but now I'm wondering if perhaps I have been missing some radio traffic.

Also, I was on the Shore this weekend and noted that Dover PD Disp continues to be encrypted.

just to update millsboro and georgetown pd, 921 and 908 are now using encrypiton.. just to vent a little am I the only one that thinks it dumb to have only one of the side encrypted.. I heard millsboro last night one car was and one car wasn't.. I don't want any encryption for normal traffic but if your going to do it why not both sides.. maybe it's just me..

Its called OPERATOR ERROR!

One office just forgot to switch it on (or the other forgot to switch it off).

N_Jay is correct, one side forgot to turn their encryption off. In most cases the PD when told to go to SECURE; in this case S-SECURE the units will use their portables for this purpose and leave their mobiles on the dispatch channel. S-SECURE being a "strapped secure" channel they ""must"" turn their encryption on. If they do not turn it off when going to another channel they are not aware of the difference, to them the communication is seamless.

Any update on the use of encryption in Delaware? Is the scanner feed still up on the DSP website?

I was told a while ago that the only reason that encryption monitoring is illegal, is because the CIA (or someone) slipped something into the Fed law at the last minute (back in ?1996?).

Don't worry, because neither you, nor anyone you know is going to crack a modern encrypted system.

And, no, its illegal, because using encryption indicates that you are taking steps to make the conversation private, and as such it should be honored as PRIVATE.

The key word is "Modern."

As a side note, the FBI wanted ports into digital cellular systems because intercepting ("wiretaping") them over the air is next to impossible because the newest systems (CDMA, etc.) are inherently secure. I'm not sure if they got their way...
