I've heard Fairfax PD units called "Scout," which I understand to be their patrol officers, based on this info. However, I can't figure out what "Neighborhood" units are. Any ideas?

Special designator used for "Neighborhood" patrol. I think in the past the officers were residents of certain complexes but it might be more of a directed patrol these days.

That's not correct.

"Neighborhood" is Neighborhood Patrol Unit aka Bike Team.

Check out this wiki and the other wiki that I am editing about Fairfax County.

I believe adding a 5 to the end of the patrol designators is no longer accurate - I think they simply add 1, 2, etc.

Also, note the new rank structure implemented last year which effects some things on that page --
