I flashed my Uniden BCD996xt. I programmed in three P25 trunked systems, however it will not stop on any talk group. Its showing the control freq. full bars, I even have it in ID search still nothing! What am i doing wrong?

Ocean County system is Phase 2 Simulcast TDMA and appears several channels are encrypted.

What three systems do you programmed in?

Neither of which the XT series can handle. No scanner can handle the encryption

Sounds to me like Simulcast Distortion is affecting the 996XT or the system attempting to be monitored is P25 Phase 2 using TDMA technology. This happened to a friend of mine; he ended up buying an SDS 200 to resolve the issue. There could also be a cell tower in the area (usually within 1/4-1/2 mile) that overloads the older type of scanners. The latest generation type scanners such as the SDS series have the internal circuitry built differently to avoid these types of issues.

I'm attempting to monitor Ocean Cnty, 700Mhz. P25 system. So I'm assuming the 996 does not handle P25 Phase 2?

No it does not, you need a SDS100/200 ($650+) for that system to be received correctly. Or three sdr's, SDRTrunk software, (around $110) and a computer to monitor it.

NJICS, Ocean County, and Tom's River are all P25 Phase 2, none of which can be received by a BCD996XT even if talkgroups were not encrypted. The BCD996XT is capable of P25 Phase 1 only.

If you do decide to upgrade to a P25 Phase 2 scanner, I highly and strongly recommend the Uniden SDS series scanner, or like it was said above the SDR dongle way with a computer. I would NOT recommend any of the older type of P25 Phase 2 base scanners (assuming that you are going to a base model) such as the Uniden 996P2 or the 536HP models. And definitely do not buy any of the Whistler/Radio Shack/GRE model types. They all suffer from simulcast distortion, and the way they were built in the past was before it was known that digital simulcast distortion was a complex issue with scanners.

And don't think you can get a 996P2 or a 325P2 since they do phase 2. I'm telling you from experience, I have both and the simulcast distortion is bad on the OC system, the NJICS was a little better but not great, at least in my area of TR. They would get a clip of audio from time to time.
I now have 2 SDS200's an SDS100, a Unication G5 (all expensive radios but work great) And I bought 2 SDR-RTL's and 2 small 700/800 mhz antennas and use SDTtrunk and they work great and it coast me under $75 to set up. To get the Monmouth County south system, I needed to put a small 700/800 mhz antenna outside about 18 feet up and it works great.
