The Army Quirauk Mtn complex isn't too far from there, and FIRST and the WashCo systems have a RF site there. The Tower Road site for Frederick County and FIRST would be the next closest, and the Adams County French Lane site is just a bit farther away. I suppose the terrain contours would dictate what system has the best coverage. The Tower Road site is a short tower in a bunch of trees, so perhaps the county should explore raising it a bit if foliage is the issue.

Why not set up a patch ? Loudoun County does this regardless with Fredrick and Jefferson Counties even if they are capable of switching over via their radios.

Absolutely, many times.
Then there must be a technical or administrative reason why they don’t create a patch. A patch does use more resources than switching to a neighboring system tg.

Only two neighboring jurisdictions have the ability to patch into certain fire talkgroups. Loudoun is not one of them, just Jefferson and Washington. As for the requesting of an Adams county talkgroup, it’s been common practice for over 5 years if the incident occurs in certain box areas.
Also just as a side note, not all of the Frederick county subscribers are allowed on the Adams system so that creates it’s own set of headaches
With some of the Fredrick County subscribers not being allowed on the Adams system, that could be a large PIA in the event of a large incident going on and if simplex will not work then a bit of relaying and or heaven forbid having to use cell phones to keep in touch . Does any of the Adams units have the DC metro RINS frequencies programmed into their radios? or they would have to resort to using one of the NIFOG INOP channels.

On Wednesday March 13, 2024, Hankey’s Radio, Motorola and ECC will be
completing a cutover to new switch gear that will simultaneously affect all the
county’s radio tower facilities. This cutover will cause a brief system-wide 800
MHz trunked radio outage that is expected to be no more than 3 minutes. While
work will occur most of the day the outage is scheduled to take place at 10:00
hours. ECC will broadcast a radio announcement immediately prior to the
cutover.
The work will only affect the 800MHz trunked radio system, the “Oscar” zones
will still communicate radio to radio, as they normally do on the scene of
incidents. Additionally this outage will not affect the high-band paging system, APS station
alerting, MDT’s or phone systems. In preparation for this outage stations need to
utilize Minitor Pagers (if available), monitor MDT’s and station alert systems,
and staff the watch office and be prepared to quickly answer the phone.
ECC will be monitoring the call activity just prior to 10:00 and may shift the
cutover time if there is an influx of 911 calls.

After hearing it happen over the weekend a few times, it seems like the Adams county system patch is used mostly when Franklin county PA company 19 (Raven Rock/Site R) is on a Frederick county call. Apparently Franklin cannot patch to Frederick so they have Adams patch to Frederick so the Franklin units can talk. If you monitor 154.280 you'll hear Frederick call Adams and Franklin and work out the details.
