Is it possible to have full signal bars when scanning through the sites and not hear anything? Scanning Ohio MARCS-IP, no simulcast.

Yes, as it could be showing the signal strength of the control channels of the sites and there's no active calls on those sites, or you have IDScan set and not IDSearch and none of the programmed TG's are enabled either by having them set to Avoid or their service types are not enabled.

It just must be a slow day for Ohio State Police. I know the sites are good and the other issues you mention are ok.

I made a little adjustment on the placement of the antenna and all is good now. 436hp, using the old Radio Shack 800 MHZ I bought 20 years ago. Thinking getting the REM 820, not sure how it will work on the simulcast. My simulcast is coming good right now.

Correction, not the 820, the 842.
Stick with the old radio shack antenna.. I have a SDS100 and seem to get slightly better performance using my old BNC radio shack 800 antenna versus the new remtromix antenna. But thats just my opinion.

Stick with the old radio shack antenna.. I have a SDS100 and seem to get slightly better performance using my old BNC radio shack 800 antenna versus the new remtromix antenna. But thats just my opinion.
Had trouble 153-154 MHZ with the Radio Shack. I'm now using Diamond RH789, does much better 153-154 and great with Lucas County Simulcast, but still hit and miss on Ohio MARCS-IP.

Which is it.... You're trying receive simulcast on 436; or you're not trying to receive simulcast on a 436? Your original question said "no simulcast".
My original post was concerning the issues with MARCS-IP, that one is not simulcast. I also have NORPSS Lucas County simulcast.

Like @RandyKuff said, it does show a signal when it's ID Scanning. That's because trunking systems use control channels that are transmitting data to subscriber radios, including your scanner, at all times. And when those bars are there, you should see a DAT at the bottom right corner of the screen. DAT means that it's receiving data from the control channel, LNK means that it's receiving data from a voice channel, P25 means that it's receiving a digital transmission, and ENC means that it's receiving an encrypted transmission.

Right now I'm getting 2 and 3 bars. 3 bars gives me DAT, 2 bars nothing, just NFM I think I need to relocate my antenna.
