You also mentioned that you were using a radio in your vehicle with the antenna in the vehicle. This will cut down on the transmitted and received signal a great deal.
If you have a removable antenna, get an outside antenna for your vehicle that your radio can be attached to. If the antenna does not come off and you need to get a message out, get to the highest point possible, best line of sight to the other radio and get out of your vehicle, then transmit. Be sure to keep the antenna vertical, just turning the radio sideways can cut your signal down 100 times.
I don't know what kind of radio you are using, but a commercial radio that is FCC approved for part 95 service with 25 to 40 watts and a good antenna mounted outside of your vehicle will give you far more distance than a handheld in your vehicle. It will make a dramatic difference.
The radio, antenna and antenna position make or break your communication distance. With the right equipment, your problem may be solved. If you don't mind drilling a hole in the top of your vehicle, a NMO mount with metal to metal contact of the antenna mount to your vehicle will give you by far the best signal, if a hole is not a possibility, a mag mount will work fine, it just will not get as good of a ground to your vehicle which will cut down on signal somewhat. NMO is best case for maximum signal, but not a necessity.. Mounted in the middle of the cab is one of the best places. It all comes down to what you are willing to spend and do to get the range you need.
Most commercial transmitters with a PL board can be programmed for repeaters if you have one in the area, Some repeaters require a code to open the repeater, other do not. That is why you may need a PL board in the radio. My 25 watt radio and a Comet SA 4X4 antenna, which is made to use with VHF/UHF/GMRS with a 25 or more watt radio has a very good working distance. If you find a commercial radio, it will need special programming available by some radio operators, radio shops or look on EBay, there are people for about $25.00 + who will program your radio with the correct frequencies. It's not something most people can do themselves with some exceptions.
Do check with others in your area with radio experience and working stations or mobile radios, they will be your biggest asset.
