I'm seeing the same thing. Seems they are now attached to badge numbers.

What a concept!

Columbus PD has been doing it that way since their old system in the 1990s. Kind of surprising that Cleveland wouldn't have gone down that road from the outset, they're usually a bit more ahead of the curve (especially when compared to MARCS).

Cleveland’s been doing it that way for years, this just looks like an upgraded radio, and new RIDs.
