Having a problem

Hello all, I Am on my second bcd996t. Sold the first one awhile back, just got another.. I am having trouble picking up the local jail. I'm approx 6 miles away from the transmitter. The fcc database tells me that its 25 watts antenna on roof. When I tune to all the freq's I pick up nothing. I will get a couple of words every once in awhile 1 bar for reception.

All I hear is static.. Is my new radio messed up? I am using the stock antenna as well. I know its not the best but I would think it could get this place. I have attached a photo to wher I am Compared to the tower. Any input is greatly Appreciated!

Jail reception

I was browsing the forums out of boredom today...sounds like they may be on simplex on portables most of the time, not using the repeaters. The Jail here is on portables and they can only be heard a block away usually, and with a small base (licensed as another mobile) being heard up to about 5 miles away. If you are hearing some chatter then it sounds like that's all you are going to get, unless you raise your antenna height. Just my two cents.
