Help programming Pro-96 - EDACS Trunking

I have no clue how to enter Rockingham County Virginia, Sheriff's Office in my Radio Shack Pro-96, which I just purchased. I found the frequencies, but no info on offsets(whatever that is?) to maked the scanner receive. Can anyone offer some help?

Even if you get it programmed, you won't be able to monitor the system. It is ProVoice exclusive. It is a proprietory digital format that can not be scanned by any current digital scanner. Your county decided you don't need to hear them anymore

Assuming this is the system you are trying to monitor:

Harrisonburg-Rockingham County Public Safety Trunking System, Harrisonburg, Virginia - Scanner Frequencies

It cannot be monitored because its ProVoice, the RR database doesnt even list talkgroups for it.

Offsets arent used for EDACS systems, I think these only pertain to Motorola trunked systems.
