You mentioned port 65535. Did you change that? If not, use port 5000:

http://<IP of PC running ProScan>:5000
I will try to explain how far I have gotten...On the WEB SERVER tab I used 65535 as port number and then if I press "start" and "stop" I look at the LOG section and there is indications something is starting and stopping, no errors. The "Source client" tab is where there are things that need to be entered that I dont have the info to enter, such as "server IP address" so whe I try to connect on that tab I get error saying "Unable to connect to Broadcastify server" etc etc. I try to connect with "http://192.168.1.236:65535" in separate browser but that wont work. Nothing happens except error saying page cant be found. So I am missing some info to enter in those fields. But I am not knowledgable in networking. I read the sections in manual but it is too vague.

Ensure the web server is started. Is 192.168.1.236 the IP of the computer?

The source client configuration can be left blank. It is not needed for your requirements.

In the "Web Server" tab where it says "get my IP" that where I got the IP number from. and I put colon, then port 65535. I dont want to have to go into router setup cause if I screw something up wife will not be too happy. She uses computers for her job. And I know absolutely nothing about router setups. If Proscan has it's own web server why do I still need Broadcastify? I managed to get audio setup[ working ok too. Just nothing to connect to so I can run audio from scanner.

You don't need Broadcastify at all to set up and use Proscan's webserver function. They are 2 completely different things.

As I said before, you don't need Broadcastify for what you're doing. Change the port back to 5000 in the web server and restart the web server.

Then use:

I'm not certain if 65535 will work for the port.

Port number should be 5000 (number after the colon) unless you changed it. You'll need to log into your router and port-forward that port to allow TCP/UDP communication to it.
Not for local (i.e. on the LAN) communications. That's only if you want to access it while remote or elsewhere on the Internet.

RIght, OP said he wanted to access it using his smartphone, so the desire to access it outside of the LAN was implied & thus ports need to be forwarded to allow communication to pass through the firewall

Not necessarily. I use my smartphone around the house to listen. The OP also expressly stated they aren't going to port forward.

OKI changed port back to 5000. I only changed it to 65535 was because manual said pick one so I picked that one. But back to 5000. I tried again to connect in browser and it just wont load anything. I am afraid to have to go into router setup. Unless to set port forwarding is something that wont mess up the network. Something is working as you can see in picture but thats as far as I get.

You don't need port forwarding. Ignore that for now.

You don't have the web server started. Click the start button in the web server tab and try again.

Yes but I also want to be able to listen in the house too. I guess the only option is to do the port forweadr thing. I can post a pic of my port forwarding section in router but I have no understanding of any of it.

Here is what port settings page looks like in router. We have Verizon. The list goes down a little further than whats in pic. But I have no clue what to do in this page.

Click "Add". Select the device hosting the Proscan feed from the first dropdown. Select Custom Ports in the 2nd drop down, then "Both" at the drop down below it and type 5000 in the port field. Scroll down to the bottom and click Apply
