About 5-6 years ago the base changed over to a narrow band system. I don't know if we can even pick it up with the scanners we have.

yes, Houston operates on a digital trunking system, you'll only be able to pick them up with a Pro96/BCD396T or something similar.

Certainly, they still use some non-trunked frequencies?

The only analog freq Houston County uses is HCFD Dispatch, its patched from the digital system. If they wanted to, they could flip a switch and you would hear nothing on that channel anymore.
