Yes, the RSSI value comes directly from the receiver chip before any signal processing have been done. If it doesn't show correct values then the receiver are getting compromised from other RF sources that mess up the receiver. If the attenuator reduce the signal 20dB then the receiver are working within its limitations. If the signal drops more than 20dB then the receiver was overloaded. It indicates that the gain probably have been set higher in the latest firmware and it more often than before will go into overload mode that results in both distorted reception and squelch issues. As soon as the squelch close all reception and digital decode handling stops.You are assuming that the RSSI indicator / measurement is working correctly.
