In Kent County Michigan. What public frequencies are NOT encrypted?

I am retired and live here in the Grand Rapids area of Kent County, Michigan. I used to enjoy using a scanner to listen to police, fire, and other public service transmissions. I was recently informed, however, that the police frequencies are now all "encrypted". Are the fire department frequencies and other public service frequencies also "encrypted"? Is it worth it for me to purchase a scanner at all? Thanks for any and all help with my questions.

Kent County Fire is not encrypted. The ambulance companies and public service is open as well. I also believe the Geral R Ford Airport Police and Fire (TSA is encrypted iirc) is not encrypted.
Ottawa and Allegan County Police is encrypted as well but there Fire Departments are open to listen to.
With Kent County and most surrounding counties would make it worth getting an SDS scanner to help with the simulcast.
