Can anyone explain to me why we have lost fire and E.M.S in Kent County Delaware I have a radio shack digital trunking scanner and up to a few weeks ago I was receiving them fine and now nothing

Still don't know what specific Radio Shack scanner. Probably need to figure that out first?

I got $20 says it's a Pro96...
PRO-96 can't receive P25 Phase 2.
You need a newer scanner to monitor the State of Delaware's new radio system.
Guess your lucky that only paid $20 for it.

You failed spectacularly at understanding my comment. I got $20 means I am betting $20 that HE (not I) has a Pro96. I haven't had one of those in about 10 years.
Been about 15 to 20 since I sold mine. Pretty sure I still have both my 2096s somewhere

Mine had sat in a drawer collecting dust for about 5 years or so before I unloaded it lol
Have you tried listening to the analog patches. Use 151.4 for County Pager Dispatch and tone out. Try one of the fire company rebroadcast in your local area for the Operations channels. I can hear 460.625 from Frederica.

I am the feed provider for Kent County Fire and EMS. I was using a RS PRO-197 to carry the feed. Due to the state's move to phase2, my feed has been reduced to using the rebroadcast on VHF-hi at 151.400 and Dover Fire on 154.445. The rebroadcast has been reduced by Kent Center to tone-outs and dispatch only. My feed will remain at this reduced capability until I can afford a new scanner that will work with the Phase 2.
