Here is a a government that is trying to be honest about its options: limited the "mandated" to what is truly mandated, while looking at the future.

Maybe not, if they are on 800mhz there is no narrow banding requirement. 450mhz then yes, the article doesn't specify what they are on and what they are going to.

Public safety is on VHF conventional and public works supposedly has an LTR system on VHF but I've never logged traffic on it.

I wonder if they're going to move all city services (police, fire, public works) over to TRBO or save it for just the public works groups.
