When a topic is locked and no one can add to it,why isn't it removed from
the forum?

Locked forums seem to be a creature of the RR Tavern.
Sadly,some topics degenerate into trash talk.

The last line in the Tavern's description is the key:

Make sure you keep it civil and have fun!

That's all we have to do.

I would think that locking a forum without deleting it serves as a subtle suggestion from Lindsay not to reopen the topic in a new post. At least, that's the way I would take it.

Locked topics can also be used as an example of how not to behave.
