Manchester pd is making strange noise on analog freq

It sounds like a 2 stroke, 158.82 was the frequency i looked it up they changed something a few days ago now nothing but this annoying noise, like rf interference or something. I know it cant be encryption but thats what it sounds like. And its not constant it goes in and out like someone is talking and then stops but no words are heard.

Are you sure thats what that means? MotoTRBO isnt trackable with a scanner right? I didnt think manchester would ever have enough money for that lol...

Way cheaper than P-25. Plus the fact that it can't be heard on normal scanners.
