There is some really cool stuff being developed for use with FirstNet. I'm sure the same could be and will be done for LMR. However just like @buddrousa said, public safety is not in control of the network and the network is prone to failure. Aside from the mentioned possibility of catastrophic failure at a central office, there also exists failure in the macro network. Take out a fiber hub and all connected cells lost communication. The cellular network doesn't have fallbacks to a mesh backbone of cell to cell or microwave links. Some macro cells are RF linked to others where there's fiber, yes. But the infrastructure itself is not protected and has no backup. Many macro sites don't have extended battery runtimes more than a couple of hours. LMR networks are at least designed for some sort of fallback and public safety has control over their equipment. Yes it costs a lot but that's the cost of keeping the public safe.
