Was the site carrying any voice traffic?

Also, those freqs are assigned to the Tower Road site.

There was some traffic on the FiRST Admin 4 TG 8564 in Garrett yesterday at ~11:45 AM. It was a RIDs 2113534 and 2439003. They were talking about opening a garage door and a deputy door. I also seen the same 2439003 radio click up on GCSO Main.

Interesting that the site is denying normal users, and only allowing techs to affiliate, lol. The last two freqs should be 771.09375 and 771.46875 according to coordination data.

Good info in the presentation. So GC will utilize triband radios and DVRS, and the county is still operating mostly on VHF, retaining it as a backup. FIRST access continues with consolettes until June - July when the EOC revamp is completed. I'm assuming that the DVRS will be using a VHF channel? Interesting that units on the air stay on a Tac channel rather than on a main (dispatch) channel when unassigned. Maybe the main channel operator also acts as the fire calltaker? Not sure how Garrett 911 works.

The presentation also gives some info about the system design. There is a tower site in Thayerville that I did not know existed. The FCC ASR database does not have a record for it based on a location search, although I think it's probably a MIEMSS site. Two nearby towers owned by Potomac Edison and West VA Public Broadcasting are in the FCC database. The slide also defines what tower sites are members of the AlleGar Simulcast site: Dan's Rock, Big Savage, Mount Savage, and Westernport. The site seems to provide coverage on both side of the mountain range extending from Westernport north to Big Savage Mountain.

DVRS has both analog and digital repeater channels from what I can tell on Zone 43. Looks like the GC Roads Department, Public Works, Board of Education and Garrett Transit also have talkgroups on FiRST. I have seen some radios affiliate with unknown talkgroups in the Garrett Range. I have added those in the unknown TG wiki. Radio Maintenance was doing radio testing on GCSO Main from 2439003 today.

The frequencies used by the portable radios to the DVRS in the vehicle is what I'd like to know. Those freqs *should* be discrete, meaning no other uses in the system. I'd have to look at the Futurecomm documentation to figure out if the DVRS operates in an analog mode - not sure about that. I would think that the analog channels would be crosslinked at the system level, and not directly repeated at the vehicle, but who knows. Perhaps they will use the PW 453 MHz freq for the DVRS links, IDK. I'll have to listen the the presentation again.

Side note: what does the county use their 860Mhz LTR system for? Mutual aid coordination?

The P25 DVRS they bought is the VRX1000 according to the video. It does have an analog mode.

Not sure. I'm not able to receive the LTR system from my location. I think the closest transmitter is in Oakland, I'm near Friendsville.

Also, I didn't see any mention whether Oakland PD is going over FiRST. If all the public works, towns, schools, roads depts, etc. are switching over in the future, I think they would as well for better interoperability. Probably don't have those on the Fire/EMS radios. I couldn't find the LEO training video if it existed.

Probably depends if they can get grant money - the radios are ~$8K a piece. How big is that department, and who dispatches them?

I'm not sure how big they are, PoliceOne.com says there are 6 officers. I don't know how accurate that is. As for who dispatches them, I'm not sure. According to the county's frequency page their frequency is 39.18 MHz for Garrett County/City Police. I don't hear any mention on GCSO Main of police units, unless they have the same unit number prefix (14xx) as the Sheriff's department. Some units refer to dispatch as "Garrett" or "county" or "Oakland." I'll have to take a scanner with me next time I go to Oakland and confirm if PD is on analog and what frequency it is. One of PD officers uses a Kenwood radio, I spotted it in a picture of an officer on the Oakland Town website. Not sure how old the picture is.

Side Note: The Garrett Emergency Services Board posts their meeting minutes online, here is the link. The last meeting minutes posted was November 2019.

The RRDB has a UHF freq listed for "Oakland PD" at 453.725, and a current FCC license WNUK770. Fairly lower power at 20/25W, but two sites listed. Probably a consolette and a remote site. It's also on the county page as "Town of Oakland."

Garrett Zone 30 has Town TGs, and Oakland is one of them, so I assume they are anticipating localities to use the system eventually. I'd also assume the LEO subscriber zone map would have TGs for local police departments for future use.

Also noting that the DNR zone has a IOP Call TG, and what looks to be an encrypted IOP TG.
