12645xx I previously logged a user in that range on MD-Call as US Health and Human Services. They are a primary limited user with 2 talkgroups . So this could be US Health and Human Services.

I'm very curious, have you confirmed 12645xx is HHS? I'm familiar with their TacMed units, they've been assisting USCP and others during the various NSSEs lately. I assume that's who the HHS units would be?
The FiRST usage was during the Jimmy Carter arrival/procession to the Capitol on Tues. HHS TacMeds were part of the procession etc. But, I'm not really sure why they'd have a TG on the FiRST system? The procession was in MD for a bit (started at JB Andrews). I just assumed they used the channel of whatever agency they are assisting?

12352xx - I haven't logged that specific radio id but in that exact range, I logged users logging on MTA Police talkgroups last year. Maybe Amtrak PD but I don't think they were approved to a Primary user, just an interop (but they could all be using another Fed talkgroup?). CSX Police is also interop but previously logged them on 12961xx on the BC 800 mhz system.
We hear Amtrak PD with RIDs 1248000-1248005 on the DC 7/800 MHz system.
I previously recorded 1235236 and 1235253 on MWAA PD channels, but I was never able to confirm who the user was. I had initially thought it might be USSS ("Flagship" dispatch console 1234948 appears to monitor MPD's SD4-SEC constantly). But, in hindsight, the presence of 1235xxx RIDs on several transportation-related TGs might suggest another agency. Maybe TSA VIPR?
