Well both talk groups are not listed in the MD 1st system page unless I missed it. Anyone have any ideas as they do fall within the federal range if i remember right..

Good catches!

12645xx I previously logged a user in that range on MD-Call as US Health and Human Services. They are a primary limited user with 2 talkgroups . So this could be US Health and Human Services.

8444:
2159xxxx is a MTA User.
12352xx - I haven't logged that specific radio id but in that exact range, I logged users logging on MTA Police talkgroups last year. Maybe Amtrak PD but I don't think they were approved to a Primary user, just an interop (but they could all be using another Fed talkgroup?). CSX Police is also interop but previously logged them on 12961xx on the BC 800 mhz system.

These are the 12645xx RIDs on MD FiRST TG 8436 and various TGs on the USCP VHF TRS lately:

1264501
1264502
1264504
1264506
1264509
1264510
1264511
1264516
1264517
1264522
1264523
1264540
1264542
1264548
1264551
1264554

I'm very curious, have you confirmed 12645xx is HHS? I'm familiar with their TacMed units, they've been assisting USCP and others during the various NSSEs lately. I assume that's who the HHS units would be?

The FiRST usage was during the Jimmy Carter arrival/procession to the Capitol on Tues. HHS TacMeds were part of the procession etc. But, I'm not really sure why they'd have a TG on the FiRST system? The procession was in MD for a bit (started at JB Andrews). I just assumed they used the channel of whatever agency they are assisting?

We hear Amtrak PD with RIDs 1248000-1248005 on the DC 7/800 MHz system.

I previously recorded 1235236 and 1235253 on MWAA PD channels, but I was never able to confirm who the user was. I had initially thought it might be USSS ("Flagship" dispatch console 1234948 appears to monitor MPD's SD4-SEC constantly). But, in hindsight, the presence of 1235xxx RIDs on several transportation-related TGs might suggest another agency. Maybe TSA VIPR?

CHART has 4 regions:

NCR (TOC College Park Barrack Q):

Baltimore (TOC Golden Ring Barrack R):

Western (TOC Frederick County Law Enforcement Center / Barrack B):

Eastern (TOC/SOC Hanover):

Additionally, MDTA has their own "CHART" type service, managed from two centers:

AOC Central Region: Ft. McHenry Tunnel Facility (not verified)

AOC Southern Region: WPL / Bay Bridge

8436 is likely HHS based on the RIDs. I previously logged one of the RID's you listed communicating with the MJOC reporting a vehicle accident that they saw last year.

1235xxx - Not really sure who that is but it definitely makes sense that is a police agency related to "transportation." That is a good guess that it might be TSA VIPR.

It appears that at least some some CHART regions are divided by zones; on the D4 tg (Baltimore/Harford), field units were mentioning zones 1-4. D4 is within the Baltimore CHART region. It seems that the D4 tg is controlled by the Baltimore Region TOC until 9PM; then the SOC in Hanover takes control after that.

Does anyone know where the DC site tower or towers are located? Is it a simulcast site with multiple towers or just one?

Anyone monitor the DC Site by radio or Unitrunker today? How active was it? Anything in the clear to help narrow down some unknown talkgroups?

Does anyone know why they'd use TAC8 of all channels? Why not TAC1? Or MDCALL?

In addition to what @maus92 said, during the initial request to use a MD Tac channel, DC Fire Communications on MD CALL requested an Encrypted Tac channel and MD Tac 8 would be the first ENC tac channel in the NCR line up.
