Milwaukee Police Department (MPD) on 8TAC91

I was in Wauwatosa this morning and was listening to my scanner and heard MPD on 8TAC91 conventional repeater. It sounded as if it was being simulcasted or patched to the frequency. I have heard this once or twice before. Does anyone know if it's just temporary or for training or testing interoperability? I heard the District 3 squads on it.

I 've heard them on there from time to time as well. I have few ideas of why this happens. They could be default frequencies when they are having trouble with the system. I have heard MPD use those channels when there is special event or crime scene involving another municipality where as they have a common channel. Maybe it was indeed a test for interagency use. I also heard one of those channels used by MPD over the weekend when those creatures marched from Lincoln Park ten down Capital.
