Give my file a try. I just checked and the database didn't show encrypted. It's possible they did and the database has not been updated. Try putting the PD dispatch talkgroup on hold and see if it shows encrypted. My file has every talkgroup in the system. I doubt that everything would be encrypted.
Also, I found another possible frequency for the Metro Transit Police: Washington DC City Scroll down to or use "Control + F" to find Washington Metropolitan Area Transit Authority. Let me know if that's anything different.

Ok, can you walk me through how I'd program that? Would it be a Mot Type II/P25 as well?

Those frequencies go into the site of the P25 system. You can highlight the frequencies in my former post and do a Control c to copy and then do a Control v to paste. You hold the Control key and the c or v key at the same time.

There are no group frequencies. There are talkgroups. You can have just one group with one talkgroup so it will scan. Just put in a fake talkgroup with any TGID and leave the ID Mode set to ID Search. It will find any talkgroups on the system. FreeSCAN defaults to ID Search if you don't change it.

Make sure you use System Type "P25 Standard"

THAT IS INCORRECT! System Type is Mot Type II / P25.
You will need a custom bandplan:
BaseSpacingOffset
489.0875025.0380

Both the system type and site type are P25 Standard (Digital XT).

Is it just me???? :ROFLMAO:

No, you are not going crazy. The Washington (DC) Metropolitan Area Transit Authority (WMATA) was using a Motorola Type II UHF T-Band system. It was not P25. He was wondering why it quit working. We checked and found that it was set up correctly. I found a new license (WRBW714) for a P25 trunked system using sixteen 700 MHz frequencies. Now, he is setting up a P25 system using those frequencies and putting the scanner into ID Search to see if they are using that new system. Nothing is in the database yet.

Incorrect... I have two Radio Shack Digital Trunking Scanners that receive encrypted stuff. They do not decode the encryption BUT do receive it. They pass the encrypted audio and it sounds like garbage.
MOST newer scanners will not pass the encrypted audio.

This is the more accurate response. Will scanners receive encrypted signals? Absolutely. Will what is received be intelligible? No, because it's encrypted. And like Surge points out, newer scanners are able to detect the encrypted signal and will automatically mute the radio for you.
