New City of Milwaukee radio system

Monitoring this system has been interesting. Does anyone know what the timeline is for getting this system fully operational with all city departments? I would imagine that the city would want to be on this system by the time the RNC convention comes around since numerous agencies will be working during the convention.

Per the Request for Bids document attached in the very first post of this thread... the plan and requested timeline is for the system to be fully installed and infrastructure acceptance completed by 01-Jul-2024 in time for the RNC Convention.

So no tone outs over the air?

Currently (as has been previously discussed in the Wisconsin forums) Milwaukee Fire (MWFD) DOES NOT tone-out calls over the air.

This is both on the new Milwaukee 700Mhz P-25 system being rolled out and on the OASIS System patches of MWFD talkgroups.

However, on both the Milwaukee 700Mhz P-25 system MWFD DISPATCH talkgroup (TGID 2001) and the OASIS patch of MWFD DISPATCH talkgroup (TGID 3393) you will hear the E911 dispatcher verbally dispatch units over the air. But there are no tone sounds that are transmitted similar to what you may hear with other Milwaukee County and Waukesha County agencies on the OASIS System.

On the OASIS system (and that system only at this time), there is a reserved talkgroup noted as MCFDPAGB (TGID 1355) that was planned for Milwaukee Fire Dispatch pages / tone-outs at some point in the past when the OASIS system was implemented. I've never heard anything on that specific talkgroup. Unsure if this talkgroup on OASIS, or a new, and yet to be identified TGID on the Milwaukee 700Mhz P-25 system, will be implemented - everyone will need to wait and see what happens.

Additionally on the OASIS system (and that system only), you may hear MWFD apparatus being dispatched/toned out by adjacent agencies FOR MUTUAL AID RUNS on the following talkgroups:
MCFDPAGA (TGID 1353) - sparingly used by North Shore Fire agencies
MCFDPAGC (TGID 1357) - used by the western municipalities of Wauwatosa, West Allis, and West Milwaukee
MCFDPAGD (TGID 1359) - used by the southwestern municipalities of Franklin, Greendale, Greenfield, and Hales Corners
MCFDPAGE (TGID 1361) - used by the southeastern municipalities of Cudahy, Oak Creek, St Francis, and South Milwaukee
MCFDCALL (TGID 2051) - used as a countywide voice and occasional paging talkgroup for any Milwaukee County/Waukesha County dept
WKFDCALL (TGID 58933) - identical talkgroup to MCFDCALL (TGID 2051)

I hope this clears up the recurring question of over-the-air MWFD tone outs and voice dispatching of calls.

I have a Unication G4, and it looks like that would work for this.

ISSI Patched Talkgroups Starting to Appear

Have been using the PRO96COM decoder program on the system during the past couple of weeks.

Seeing a few talkgroups in the 63000-series on the PATCH screen of PRO96COM.

These 63000-series talkgroups appear to be ISSI links to other systems (i.e the current Milwaukee Opensky System, Milwaukee County/Waukesha County OASIS or WISCOM).


So what does ISSI stand for?
Inter RF Subsystem Interface (ISSI)

Unsure if these are permanent assignments or a pool of temporary talkgroups that are randomly assigned by the system.

TGIDs 63058, 63075, and 63090 have shown up so far as these ISSI patched talkgroups.

In one instance, 63075 on the new Milwaukee P-25 system was patched to two talkgroups simultaneously on another system.

I do know it was talked about before in this thread, however i am curious as to if anyone has new information on weather or not MPD will use encryption on any or all of their talk groups once they go live?

My MPD cop bud said go live is Feb 20th and the project is called Skynet. Also using same Harris radios......
lol. Feb 20 is their new joint CAD go live date, literally nothing to do with the radio system. And it probably won’t be called Skynet, although that’s kinda cool

Also, based on their RFP, using their existing radios is not possible…it clearly states a multiband radio (v/u/7/8), which their current radios are not.

Ok, good info.... My bud is not very techincally inclined so he may have mixed things up a bit... Yep, knew the CAD system was coming so that could be what he was talking about.

Plans to staying on the 800Mhz Opensky system as public safety leaves this system?

OpenSky will most likely be shut down. DPW will also migrate to the new system.
